Prashashan se Parichay”: Empowering Students to Become Future Governance Leaders

“Prashashan se Parichay” empowers government school students by providing hands-on experience in local governance, transforming them into informed and responsible citizens ready to contribute to the nation’s progress.

Niraj Kumar, a class 10 student at Government Senior Secondary School, Maranwala, in Kalka, is on the cusp of eligibility for a driving license. Yet, like many of his peers, he was unfamiliar with the rules and procedures involved. This changed when he participated in “Prashashan se Parichay,” an innovative initiative by SDM Kalka, Mr. Lakshit Sareen.

Launched under the guidance of DC Panchkula, Dr. Yash Garg, “Prashashan se Parichay” is designed to introduce government school students to the inner workings of local government. The program invites five students from secondary and senior classes to spend two days at the SDM office, where they gain practical knowledge about various administrative functions, including traffic rules and license regulations.

During his visit, Niraj had the unique opportunity to raise issues in his neighborhood, which were promptly addressed by the officials. The program also includes informal interactions, such as lunches with the SDM, where students can discuss their experiences and concerns.

In a conversation with Indian Masterminds, Mr. Sareen shared the inspiration behind the initiative: “When I was younger, I had little knowledge about district administration—how many departments there were, how they functioned, and who to approach with issues. I realized that if students are informed about these processes, they can become responsible citizens and assist their elders with problems. Moreover, understanding how the administration works might inspire them to join it in the future.”

THE TWO-DAY VISIT 

Students begin their day learning about motor vehicle registration and driving license issuance, observing the entire process from application to document verification. They then attend a Samadhan Shivir, a grievance redressal camp chaired by the SDM, where they witness various subdivision officers, including the Executive Officer of the Municipal Council Kalka and BDPO Pinjore, working together to resolve public complaints. This experience highlights the importance of effective governance and public service.

Next, the students visit the Tehsil office to explore land revenue matters, interacting with the Tehsildar to understand land records, property registration, and revenue collection. At the ACP office, they learn about the emergency helpline number 112, the POCSO Act, the significance of FIRs, and new laws replacing the IPC, gaining insights into the legal framework. The first day concludes with a lunch at the PWD Rest House, where students engage in informal interaction with the SDM and senior officials, deepening their understanding of governance.

The second day begins with a visit to the BDPO office, where students learn about village administration and development programs. This is followed by a tour of the Kalka Railway Workshop and Station, offering historical and operational insights into the railway system. The day concludes with another lunch, wrapping up their immersive two-day experience in governance and public service.

The following morning, students share their experiences during the morning assembly, ensuring that the lessons from the “Prashashan se Parichay” initiative are communicated to the entire school.

Administration Ambassador Badges:

Students who participate in the “Prashashan se Parichay” program are awarded Administration Ambassador badges. These badges signify that the students have gained a thorough understanding of the various offices within the subdivision and are now equipped to assist citizens in accessing these services more effectively.

He believes that whenever there is a need for volunteers for cleanliness drives or awareness campaigns, these students will readily step forward. “By fostering a sense of civic responsibility early on, this initiative encourages students to actively engage in community welfare activities,” said Mr. Sareen.

The initiative aims to cultivate young ambassadors of the government by engaging vibrant schoolchildren who will champion the cause of good governance within their communities. These students are expected to become advocates for effective and transparent administration, promoting these values among their peers and neighbors.

By offering firsthand experience of the workings of various government offices, the program aspires to inspire and motivate students to consider careers in public service. It seeks to instill a sense of duty and ambition, encouraging them to become part of the government as they grow up.
